Tailoring Our Future: A Blueprint for Our First 100 Days

In the first 100 days of our administration, we are committed to laying the foundation for a safer, stronger, and more prosperous Manassas. By addressing our most urgent priorities—supporting public safety, strengthening our schools, retaining top talent in city government, and respecting the taxpayer—we will build a community where every resident feels secure, every child has the opportunity to succeed, and every taxpayer knows their hard-earned money is being spent wisely and our staff feels valued.


Day One

  • Meet with Interim City Manager to establish clear leadership and communication. Establish strong communication channels. Set a plan to hire a permanent City Manager.

  • Meet with Interim Police Chief and Fire Chief. Review pressing crime and safety challenges. Discuss plans to establish a permanent Police Chief.

  • Conduct an all-staff meeting to address work culture and professional development initiatives. Discuss solutions for better work culture and professional development and recognition of our staff.

  • Convene City Council and School Board for a joint meeting. Establish a culture of trust and collaboration. Identify immediate issues contributing to schools losing their full accreditation. Invite School Board to join the Council and staff retreat to initiate a joint strategic plan focused on education outcomes and map out solutions to address current challenges together.


Next 3 Months

Schools:

  • Meet with School Board, School Administrators, Superintendent, and Principals to address education performance and discuss what a top school system in Virginia looks like to them.

  • Collaborate with School Board on CTE programs and making Manassas city a regional pipeline for workforce development.

  • Develop a city-wide action plan for addressing truancy and chronic absenteeism.

 

Safety:

  • Launch a comprehensive safety assessment with MCPD and community stakeholders.

  • Hold community safety forums to address resident and business concerns.

  • Ensure fire & rescue is equipped with necessary resources to ensure rapid, effective emergency services.

Staff Turnover:

  • Partner with City Council to hire a permanent City Manager and fill other critical vacancies.

  • Partner with City Manager to discuss our comprehensive staff retention plan with focus on compensation, training, career development, and include an optional anonymous employee survey.

  • Partner with City Manager to evaluate city employee job descriptions to improve public service delivery.

Taxes:

  • Conduct a full assessment of the city's financial status and taxation structure with the goal of building long-term citizen confidence in a stable tax rate.

  • Explore avenues authorized by Virginia law for expanding new local tax credits.

 

Utilities:

  • Conduct an immediate review of Utility Services to assess infrastructure, staffing needs, and ongoing projects.

  • Ensure Utility Services is fully staffed and has the resources to ensure reliable power and water distribution.

  • Build citizen confidence in their essential services.

 

Code Enforcement:

  • Meet with Interim City Manager to assess enforcement of code violations and staffing concerns.

 

Economic Development:

  • Make permitting processes more efficient to accelerate projects and reduce delays.

  • Evaluate true economic impact of data center projects, ensuring their benefits are fully realized and addressing potential utility and community concerns.

  • Meet with Manassas Regional Airport Director and Economic Development Director to leverage airport as a key economic driver.

  • Build strong relationships with all city businesses to boost economic growth.

  • Build confidence with regional builders, developers, and stakeholders.

  • Prioritize a "Manassas City First" approach at events to showcase local businesses.

  • Meet with EDA to understand their plans for recent commercial property purchases.

 

Transparency:

  • Meet with local journalists to build open and honest relationships.

  • Partner with city attorney and department leadership to conduct orientation for elected officials on public meeting protocols and legal responsibilities.

  • Revisit bringing back the annual City Leadership Academy to train residents for civic engagement.
